teachers remained for the full training period of five years, several asking for</DIV>

It was not that the School Board was always unsympathetic to requests for</FONT>

increases in salaries, but Strathkinness was a relatively poor area, and the</FONT>

amount of money that could be raised from rates was limited. The teachers’</FONT>
